Abstract

Today's world community, including most people in Indonesia, is an informational society characterized by information explosion. In the context of democratization, the government stipulates various decisions or programs whose substance needs to be known by the public. As a consequence of Indonesia as a democracy and a legal state, there is a constitutional guarantee of openness of public information in the relationship between the government and the community. Using the normative juridical method and the literature, it is known that the issuance of Law Number 14 of 2008 concerning Openness of Public Information is an important milestone for the fulfillment of the public's right to obtain information. This law was followed up with the issuance of PP No. 61 of 2010 as well as several Information Commission Regulations. The right to obtain information is in the public interest which is technically and procedurally handled by the Information Commission, which is at the national and provincial levels. Because this law contains a public interest whose stipulation is by state institutions, it is a public policy. Setting the organizational dimensions of the Information Commission as an independent institution includes organizational character, hierarchy of authority, organizational size, specialization, professionalism, supporting elements, and standardization. The regulation of various aspects of public information disclosure shows that there are various components of public policy, namely issues, actors and institutions, resources and levels of government. It is necessary to refine several substances in the regulation of the organizational dimensions of the Information Commission in this law.
