Papua currently has never been separated from the news related to the dissatisfaction of its people with the rampant activities demanding independence, these activities both at home and abroad, have never been separated from the current news about Papua. Departing from the root causes of existing problems, this paper analyzes the current conditions, the expected conditions so that solutions are found that are believed to be solutions to solve Papua's current problems. The results show that, first, there must be a strong political decision to implement a joint Top-Down and Bottom-Up approach public policy by implementing these policies in an integrated, transparent, well-controlled and accountable manner. Second, the history of past problems of the Papuan people must be respected and give a proud identity by building the Melanesia Nation Center. The Papuan people today do not only need clothing, food and shelter, but the need for self-actualization as a large and dignified nation must be the priority of the current government. Everything related to the Papua problem, the impact is to endanger the defense of the country related to state sovereignty, territorial integrity and national safety.
